18. סייג לגבי בעל הכשרה ונסיון מיוחדים
השר רשאי לקבוע נסיבות ותנאים שבהם לא יחולו הוראות סעיף 16, כולן או מקצתן, לגבי מי שאינו אזרח ישראלי ושנתקיימו בו שתי אלה:
(1)הוא מבקש לשרת בתפקיד שלא נקבע כתפקיד טעון הסמכה או רישוי בשום אמנה בין־לאומית שישראל צד לה;
(2)הוא בעל נסיון והכשרה ימיים מיוחדים כפי שנקבעו.
