מי שאיננו בעל תעודת הסמכה לא יועסק בכלי שיט במקצוע ימי או בתפקיד הטעון הסמכה אלא כמתלמד, ולא יועסק אדם כמתלמד אלא אם מלאו לו חמש עשרה שנה.
