3. מינוי מפקח
(א)המנהל ימנה מפקחים על הימאים; אחד מהם יתמנה מפקח ראשי; מינוי מפקח יכול להיות כללי או מסוייג.
(ב)מפקח ראשי יהיה בין השאר בעל הכשרה ונסיון ימיים.
