נראה לנציג כי סכסוך העבודה אינו ניתן ליישוב מיד וכי הוא מעכב הפלגתו של כלי השיט, רשאי הוא לקבוע הסדר זמני הנראה לו צודק בנסיבות המקרה, כדי לאפשר הפלגתו של כלי השיט.
