13. ערר
(א)הטוען שחובת השמירה הוטלה עליו שלא כדין, רשאי לערור לפני ועדת ערר.
(ב)הגשת הערר לא תעכב מילוי חובת השמירה, אלא אם הורה על כך יושב ראש הועדה.
