ראה היועץ המשפטי לממשלה כי ענין הנדון לפני הוועדה המוסדית או הוועדה הארצית מעלה שאלה שלגביה נדרשת הצגת עמדתו, רשאי הוא, לפי ראות עיניו, לפנות ולהתייצב לפני הוועדה ולהשמיע את דבריו בעצמו או באמצעות מי מטעמו.
