5. יושב־ראש המועצה
תיקון: תשנ״ו
(א)השר יעמוד בראש המועצה;
(ב)השר רשאי לקבוע כי היועץ ימלא את מקומו כראש המועצה, לעניין מסויים או דרך קבע.
