16. העברה מכהונה
השר רשאי, לאחר שנועץ ביושב ראש המועצה או ביושב ראש הוועד המנהל, לפי הענין, להעביר חבר המועצה או חבר הוועד המנהל מכהונתם לפני תום תקופת כהונתם אם נבצר מהם, דרך קבע, למלא את תפקידם.
