20. זכות להביע עמדה לענין חנינה
נפגע עבירת מין או אלימות, שקיבל הודעה לפי הוראות סעיף 10 על בקשת הנידון לחנינה או להקלה בעונשו מנשיא המדינה, זכאי שתינתן לו הזדמנות להביע את עמדתו בכתב באמצעות מחלקת החנינות במשרד המשפטים, לפני החלטת נשיא המדינה בבקשה כאמור, במועד ובדרך שיקבעו השרים.
