(א)השרים ממונים על ביצוע חוק זה והם רשאים להתקין תקנות בכל הנוגע לביצועו.

(ב)תקנות וצווים לפי חוק זה טעונים אישור ועדת החוקה חוק ומשפט של הכנסת.
