21. הוצאות
(א)בעליו של כלב, שכלבו הועבר למאורת הרשות, יישא בהוצאות הובלתו, החזקתו במאורת הרשות, הזנתו והטיפול בו, בהתאם לכללים שיפרסם המנהל; כללים כאמור יהיו פתוחים לעיון הציבור באתר האינטרנט של משרד החקלאות ופיתוח הכפר, וכן יוצגו לעיון הציבור, בכל מאורת רשות, הכללים החלים לגביה.
(ב)הוראות סעיף קטן (א) לא יחולו על בעליו של כלב, שהגיש ערר, עתירה או ערעור שהתקבלו, אלא אם כן קבע המנהל או בית המשפט אחרת.
