4. תחולת האיסור
רשות מקומית רשאית להטיל איסור כאמור בסעיף 3 על כל אזור שיפוטה או על חלק מסוים ממנו, ובלבד שיחול על כל האוכלוסיה באותו אזור או באותו חלק ממנו.
