מערך האכיפה העירוני, בסיועו למשטרת ישראל בפעולות למניעת אלימות, גנבה, נזק חמור לרכוש ומעשה מסכן חיים באמצעות רכב המתבצעים במרחב הציבורי, יפעל בהנחיית משטרת ישראל; פקחי השיטור המקומיים יונחו על ידי משטרת ישראל לעניין הפעלת סמכויות לפי הוראות חוק זה; משטרת ישראל תקבע נוהל לשם הפעלה אחידה של סמכויות לפי הוראות חוק זה.
