15. שמירת סמכות של ראש רשות מקומית
אין בהוראות סעיפים 10 עד 14 כדי למנוע ראש רשות מקומית מלהתרות או לנזוף בעובד על מעשה או מחדל שיש בו משום עבירת משמעת; התראה או נזיפה כאמור לא יראוה כאמצעי משמעת לענין סעיף 19.
