עובד המדינה לא יעסוק בפעילות מפלגתית בתחומם של נכסי הציבור כאמור בסעיף 2 לחוק הבחירות (דרכי תעמולה), תשי״ט–1959; הוראה זו לא תחול על פעילות מינהלית של מנהל לשכה, מזכיר, יועץ, עוזר או דובר של שר או של סגן שר, והכל כשהיא נעשית כסיוע לשר או לסגן השר.
