1. מטרות החוק
מטרות חוק זה הן להבטיח לסופרים ישראלים גמול הולם בעד יצירתם, לקדם את הספרות בישראל, לשמור על גיוון תרבותי בפרסום ובהפצה של ספרים בישראל, לתת הזדמנות לקוראים לבחור מבין מגוון רחב של ספרים לפי רצונותיהם וטעמיהם ולאפשר תחרות בין הוצאות הספרים וחנויות הספרים בנוגע לכמות, למגוון ולאיכות הספרים המוצעים לצרכן.
