13. ערר
סירב המנהל הכללי ליתן רשיון או לאשר העברתו לאחר, רשאי המבקש, תוך עשרים ואחד יום מהיום שהודע לו על הסירוב, לערור על כך לפני ועדת ערר לפי סעיף 14.
