5. הצעת מועמד
תיקון: תשס״ה
כל קבוצת בוחרים המונה 500 אנשים או שלושה אחוזים ממספר הבוחרים, הכל לפי המספר הקטן יותר, רשאית להציע כמועמד לראש הרשות אדם הזכאי להיבחר ראש המועצה לפי סעיף 4(ב), וכן רשאי מי שמכהן כראש המועצה להציע את עצמו כמועמד לכהונה נוספת.
