על הצעת ניירות ערך הנעשית אחרי ט״ו בתמוז תשכ״ט (1 ביולי 1969) על פי תשקיף שהוצא כדין לפני אותו יום, יחול הדין שהיה בתוקף ערב אותו יום ולא יחולו לגביה הוראות חוק זה.
