שר המשפטים ושר האוצר, בהתייעצות עם רשות ניירות ערך ובאישור ועדת הכספים של הכנסת, רשאים לקבוע, לעניין ההגדרה ”שליטה“ שבסעיף 20(א), הוראות בדבר ייחוס החזקות באמצעי שליטה בחברת שכבה, ובכלל זה הוראות בדבר אופן ייחוס ההחזקות.
