31. תחילה
(א)בכפוף להוראות סעיפים קטנים (ב) ו־(ג), תחילתו של חוק זה, ביום כ״ה בטבת התשע״א (1 בינואר 2011) (להלן – יום התחילה).
(ב)עד יום התחילה ימונו המועצה ויושב ראש המועצה לפי הוראות סעיפים 6 ו־7.
(ג)תחילתם של סעיפים 8 עד 23 ו־26 ביום פרסום הודעה לפי סעיף 32.
