39. תקציב
(א)המועצה תאשר הצעת תקציב שנתי ותגישה לשר האוצר לשם אישורו; התקציב טעון אישור שר האוצר.
(ב)שנת תקציב המרכז תהיה כשנת תקציב המדינה.
