ברשיון מבטח ניתן לקבוע תנאים והגבלות ומותר לשנות תנאים והגבלות שנקבעו בו ולהוסיף ענפי ביטוח שבהם יורשה המבטח לעסוק, ובלבד ששינוי תנאים והגבלות כאמור, שלא לפי בקשת המבטח, ייעשה בהתייעצות עם הועדה לאחר שניתנה למבטח הזדמנות לטעון את טענותיו לפני הועדה בדרך שהורתה.
