הממונה רשאי לקבוע כי יראו מי שהפר הוראה זהה כלפי כמה מבוטחים, כמבצע הפרה אחת, אם ההפרה נעשתה בפרק זמן קצר, במעשה או במחדל אחד או בשל אותו גורם.
