אין בהוראות סעיפים 2 ו־3 כדי למנוע ממי שהוא בעל רישיון כהגדרתו בחוק הסדרת העיסוק בייעוץ השקעות, לעסוק בייעוץ השקעות או בשיווק השקעות, לפי הענין, כהגדרתם בחוק האמור, לגבי קרן השתלמות.
