12. הטלת מכסות על רשויות מקומיות
בכפוף לכל הגבלה שבצו המקים, ובאישור שר הפנים, רשאי איגוד ערים להטיל על הרשויות המקומיות שבתחומו תשלומי כסף למימון תקציבו, לפי מכסות שיקבע.
