תיקון: תשס״ח
דוח ועדת החקירה יתייחס בין השאר לעניינים אלה:
(1)המצב הכספי והתפקודי של איגוד הערים והגורמים שהביאו לדעת הוועדה למצב זה;
(2)אופן ניהול איגוד הערים בידי יושב ראש המועצה, המועצה וממלאי תפקידים בו בשנתיים שקדמו למינויה;
(3)האמצעים שלדעת הוועדה ראוי לנקוט כדי שאיגוד הערים יוכל למלא את תפקידיו כנדרש, ולפעול על פי הוראות הדין וסדרי מנהל תקינים.
