איגוד ערים הוא תאגיד ובמסגרת סמכויותיו הוא רשאי להתקשר בחוזים, לרכוש נכסים, להחזיק בהם ולהעבירם, לתבוע ולהיתבע ולעשות כל פעולה הדרושה למילוי תפקידיו.
