רשות מקומית בלא תאגיד, רשאית, ועל פי הוראת מועצת רשות המים והביוב חייבת, להתקין ביוב, לשדרגו או להרחיבו בתחומה או בחלק ממנו, בעבור מי שנמצא בתחומה.
