השר רשאי, בכתב העברה שהודעה עליו פורסמה ברשומות, להעביר לממונה סמכויותיו לפי חוק זה, כולן או מקצתן, פרט לסמכות להתקין תקנות, לאשר את תקנון המכון והסמכות למנות את הממונה.
