עיצום כספי ישולם, לפי דרישת המנהל בכתב, בתוך שלושים ימים מיום קבלת הדרישה; הדרישה תוצא לאחר שהודע למי שאליו נועדה על הכוונה להוציאה וניתנה לו הזדמנות נאותה לטעון את טענותיו.
