29. כופר כסף
שוכנע המנהל כי אדם עבר עבירה על הוראה מהוראות חוק זה, רשאי הוא, בהסכמתו של אותו אדם, לקחת מידו כופר כסף שלא יפחת מפי שנים מהבלו החל על הדלק שבו נעברה העבירה ושלא יעלה על הקנס הגבוה ביותר שמותר להטיל בשל אותה עבירה; הוגשה תובענה פלילית, אין לקבל כופר כל עוד לא ציווה היועץ המשפטי לממשלה על הפסקת ההליכים.
