הוכח להנחת דעתו של המנהל כי דלק יוצא מהארץ, לא ייגבה הבלו עליו, ואם כבר שולם – יוחזר הבלו אם הוגשה למנהל בקשה על כך בכתב תוך ששה חדשים מיום הייצוא.
