חוק זה בא להבטיח את יציבותה של מערכת החינוך בישראל באופן שההקצבות והכספים למטרות חינוך ישמשו אך ורק את המטרות שלשמן הועברו ושהנכסים המשמשים מוסדות חינוך יהיו מוגנים מפני עיקול לפי הוראות חוק זה.
