שר התחבורה ממונה על ביצוע חוק זה והוא רשאי להתקין תקנות לביצועו, בידיעה מוקדמת של ועדת הכלכלה של הכנסת, בכל ענין שהסמכות להסדרתו לא ניתנה בחוק זה לרשות במפורש.
