13. יושב ראש המועצה
(א)השר, באישור ראש הממשלה, ימנה את יושב ראש המועצה, מבין חברי המועצה שהם נציגי הציבור, ורשאי השר למנות, באישור כאמור, מבין אותם חברי המועצה, ממלא מקום קבוע ליושב ראש המועצה.
(ב)הודעה על מינוי יושב ראש המועצה וממלא מקומו תפורסם ברשומות.
