23. פטור
נוכח המפקח הראשי כי מנסיבות מיוחדות שבהם מתנהלת העבודה בחדר עבודה אין זה מתאים או נחוץ להחיל על אותו חדר את הוראת סעיף 22, רשאי הוא בתעודה לפטור אותו חדר ממנה בתנאים שיפורשו בתעודה האמורה.
