לא יופעל דרגנוע אלא אם כן נבדק בדיקה יסודית, בידי בודק מוסמך בתוך שנים עשר החודשים שקדמו להפעלה, והוא אישר, בתסקיר שמסר לפי הוראות סעיף 119א, את הפעלתו.
