2. סמכות רשות מקומית
(א)רשות מקומית גדולה או איגוד ערים שעיקר עיסוקו שמירה על איכות הסביבה, לפי העניין, יפעלו בתחום שיפוטם לאכיפת חיקוקי הסביבה בהתאם להוראות חוק זה.
(ב)רשות מקומית קטנה רשאית לפעול בתחום שיפוטה לאכיפת חיקוקי הסביבה, כולם או חלקם, בהתאם להוראות חוק זה.
