13. תחולה
(א)הוראות חוק זה יחולו, ככל שהדבר מתאים לענין ובשינויים המחוייבים, גם על זכויות.
(ב)הוראות חוק זה יחולו כשאין בחוק אחר הוראות מיוחדות לענין הנדון.
