12. כשירות בעל רישיון
לא ייתן המנהל הכללי רישיון לאדם שהורשע בעבירה שיש עמה קלון או שיש בה כדי לפגוע בביטחון המדינה, או כל עוד מתנהלת נגדו לפי חוק חקירה על עבירה כאמור; לא ייתן המנהל הכללי רישיון לתאגיד אם מי שבידו השליטה עליו הורשע בעבירה כאמור או כל עוד מתנהלת נגדו חקירה כאמור.
