4. מועד הבחירות לכל המועצות
תיקון: תשמ״ו, תשנ״ח־2
בכפוף לאמור בסעיף 5, הבחירות לכל המועצות (להלן – הבחירות הכלליות) יקוימו כל חמש שנים, ביום ג׳ השלישי לחודש חשון; אולם אם היתה השנה הרביעית שלאחר הבחירות האחרונות שנה מעוברת, יקויימו הבחירות ביום ג׳ הראשון לאותו חודש.
