76. בקשה לקבלת זכות מים תוגש למנהל
כל שיש בידו רשיון לחיפוש או לחיפוש שמן או זכות כריה או חוזה חכירה לכריה או לכרית שמן והוא דורש זכות שמוש במים לצורך החיפוש או הכריה או לצורך הטיפול במחצבים שנכרו או לכל צרכים אחרים הקשורים בכך ישרות, יפנה באפן הקבוע אל המפקח בבקשה ליתן לו זכות מים, חוץ אם מתקבלים המים ממקורות שמתחת לאדמה עפ״י הוראות סעיף 50 או 52 וחוץ אם אין השימוש בהם פוגע לרעה בהספקת מים של נהר, נחל, אגם, אמת־מים, ערוץ, בור או באר.
