10. חילופי חברים
חדל חבר מועצה לכהן בתפקיד שבשלו מונה חבר מועצה או שלא נתקיימו בו עוד התנאים שבשלהם מונה וכן אם התפטר מהמועצה, הועבר מכהונתו או נפטר, יתמנה במקומו חבר אחר באותה דרך בה נתמנה אותו חבר מועצה.
