תחילתן של תקנות אלה 3 חודשים מיום פרסומן (להלן – יום התחילה), והן יחולו על תכנית שתוגש ביום התחילה או לאחריו.
התקנות פורסמו ביום ט׳ באייר התשע״ו (17 במאי 2016).
