לא ייכלל אדם ברשימת חוקרי ההוצאה לפועל אלא אם כן עבר הכשרה עיונית לעניין סמכויות חוקר ההוצאה לפועל, חובותיו ואופן ניהול הליך הבדיקה, הכל כפי שיורה מנהל מערכת ההוצאה לפועל.
