5. תקנון המרכז
(א)החברים הראשונים של המרכז יכינו תוך שנה אחת את תקנון המרכז ובו הוראות בדבר החברות במרכז, הרכב מוסדותיו, קשריו עם מוסדות אחרים, סדרי עבודתו, ודרכי קביעת תקציבו.
(ב)התקנון יובא לאישור הממשלה.
(ג)עד לאישור התקנון יקבעו החברים הראשונים את סדרי עבודתם.
