13. הוראות מיוחדות לענין המענקים
מענקים המשתלמים לפי סעיף 8 לא ייחשבו כהכנסה לענין –
(1)פקודת מס הכנסה או לענין תשלומי חובה או היטלים אחרים;
(2)סעיף 9 לחוק הבטחת הכנסה, התשמ״א–1980;
(3)גמלה המשתלמת מכוח ההסכמים בדבר מתן גמלאות מיוחדות לעולים תלויים בעזרת הזולת שנערך מכוח סעיף 9 לחוק הביטוח הלאומי [נוסח משולב], התשנ״ה–1995.
