20. עמידה בראש ארגון טרור
העומד בראש ארגון טרור או המנהל אותו או הנוטל חלק בהכוונה של ארגון הטרור בכללו, במישרין או בעקיפין, דינו – מאסר 25 שנים; היה הארגון ארגון טרור שפעילותו כוללת גם ביצוע עבירות רצח, דינו – מאסר עולם ועונש זה בלבד.
