החלטת רשות הרישוי תונחה על פי שיקולים תכנוניים הנובעים מהוראות התכניות החלות, החוק והתקנות לפיו ועל פי אלה בלבד, ויצוין בה המועד להגשת ערר על ההחלטה ומענה של ועדת הערר.
